Description of problem:
I have set of ru_RU.KOI8-R locale. And kde environment. However in 
the khelpcenter (or konqueror) I can not see man pages (only 
uninterpreted utf8 strings). The problem in the kioman module in the 
file man2html.cpp.

Version-Release number of selected component (if applicable):
kdebase-3.3.1-6 from recent fedora-devel.

How reproducible:
Just run in non-utf8 locale and choose the any non-en man page.

Actual results:
Uninterpreted utf8 strings.

Expected results:
Localized output.
