Bad merge from https://github.com/Katello/katello/commit/d31947e0f05e89298e8c718fb84245ef2fc27cd9 added back the finalize method that should have been removed.

To test PUT /host_subscriptions/remove_subscriptions

Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/16868 has been resolved.

Verified with Satellite 6.3 SNAP 10: satellite-6.3.0-16.0.beta.el7sat.noarch, tfm-rubygem-katello-3.4.4-1.el7sat.noarch

- registered a server with an activation key containing subscriptions
- went in to Hosts -> Content Hosts -> host -> Subscriptions
- removed a subscription

- confirmed that remove_subscriptions was executed without error.  The subscription was removed from the server both from the Satellite as well as on the client after subscription-manager refresh.
