This BZ is mostly a dupe of https://bugzilla.redhat.com/show_bug.cgi?id=1383278, which has been QE'd and is RELEASE_PENDING. However this BZ does have that Trello card about the excluder packages in comment 1, so here's that part, which can be QE reviewed now. I have reviewed all above steps, about "MANUAL UPGRADE", current upgrade workflow including excluder looks good to me. As for "AUTOMATED UPGRADE", i am not sure if all steps except step3 about excluder exclude/unexclude should be ran automatically through ansible instead of manually，which expected in trello card linked in comment 1.
Confirmed with anli about trello card linked in comment1, which will be commited in 3.5. So as for 3.4 atuomated upgrade, we still do excluder exclude/unexclude steps manually.
