Description of problem:After navigating to Configuration Mangement from Configuration, URL is showing incorrect name.

Actual results:URL is showing https://[appliance_ip]/provider_foreman/explorer

Expected results: It should have provider_config_mgmt/explorer or similar to that.

Historically, the first configuration provider that ManageIQ imlemented support
for was Foreman, which is why you see in it in the URL. The URL comes from
the controller name, it has no other special semantics here. It may seem
confusing, but there's no real bug here to fix.
