Description of problem:
glance image manila-service-image

openstack-packstack-9.0.0-0.2.0rc2.el7.noarch

How reproducible:

Consistent behavior 

Steps to Reproduce:
1. Generate default answers file
2. Set CONFIG_MANILA_INSTALL=y in the answers file
3. Run packstack to that answers file
4. # glance image-list | grep manila-service-image

5. # qemu-img info /var/lib/glance/images/65201543-ad34-4abb-a7e9-c6e5e8259f74

Actual results:
When an instance with the image manila-service-image is launched it can't boot. 

Expected results:
Manila image boots and works
