Description of problem:

after upgrade, master-config.yaml file got the following configured:
controllerConfig:
  serviceServingCert:
    signer:
      certFile: service-signer.crt
      keyFile: service-signer.key


however service-signer.crt and service-signer.key were not generated.

This lead to master service startup failure.

Should be fixed in latest 3.3. installer builds already.
