Description of problem:
There are some well know incompatibilities between packages for RHEL7 and RHEL6. It would be nice to have them documented somewhere.

1. %license macro

The %license macro is available on Fedora and on RHEL7, but AFAIK, it is not available on RHEL6. The possible workaround is to declare the %license macro for RHEL6 as follows (can somebody please confirm?):

%{!?_licensedir:%global license %%doc}

2. Missing -runtime dependencies

By design, the scl-utils should autognerate requires on metapackage -runtime. This works fine on RHEL7, but due to limitations of older RPM in RHEL6 [1], the dependency on -runtime package must be explicitly specified [2] in each package.

I proposed %license macro for scl-utils in bug 1386246. That would remove the need for 1st bullet.
