Description of problem:
Installed latest passed_phased1 build and python-gnocchiclient is not installed on the undercloud machine anymore.  (Previous OSP10 builds this was installed by default)

I had to install this after the fact, but the client should come installed

Gnocchi client should be installed by default

Yes this has been fixed for a while now. Moving this to current release
