Description of problem:

cloud-init and cloud-utils-growpart have a version number lower than it was under rhel7.2
cloud-utils-growpart-0.27-9.el7.x86_64 doesn't has a GPG signature

Version-Release number of selected component (if applicable):
rhel-guest-image-7.3-32.x86_64.qcow2

How reproducible:
100%

Steps to Reproduce:
1. rpm -qa, diff the output for rhel7.3-32 and rhel7.2
2.Login RHVH, check qemu-kvm-rhev package
rpm -qa --qf '%{name}-%{version}-%{release}.%{arch} (%{SIGPGP:pgpsig})\n' | grep -v "Key ID"

Actual results:
1. version number in currently image is lower than it was in rhel7.2
   package name           rhel7.2 nvr            rhel7.3-32 nvr
   cloud-init             0.7.6-6                0.7.6-2
   cloud-utils-growpart   0.27-13                0.27-9

2. cloud-utils-growpart-0.27-9.el7.x86_64 doesn't has a signature


Expected results:
1. packages should have a version number greater or equal to it was under rhel7.2
2. every rpm package should have a signature

It looks like these were tagged into -override on 7.2

The inheritance tree for 7.3 does not include lpc -candidate, and I don't the errata for the version of cloud-init shipped in 7.2 has been sitting for a long time:
https://errata.devel.redhat.com/advisory/21667

Any plans to update this?

I'm working on a new cloud-init release this week, for which there will be an errata.

No such issue on RHEL7.4 Beta image.
