Description of problem:


Version-Release number of selected component (if applicable):
lazarus x86_64 1.6-0.2.RC1.fc24

How reproducible:
If you install lazarus from the rpm the lazarus website (http://sourceforge.net/projects/lazarus/files/Lazarus%20Linux%20x86_64%20RPM/Lazarus%201.6/) dnf tries to replace it with the older release from the repos because it is considered newer.

Steps to Reproduce:
1. Download and install lazarus from here (http://sourceforge.net/projects/lazarus/files/Lazarus%20Linux%20x86_64%20RPM/Lazarus%201.6/)

2. do an update

sudo dnf update
Fedora 24 - x86_64 - Updates                          531 kB/s |  17 MB     00:33    
Last metadata expiration check: 0:00:25 ago on Thu Oct 20 00:28:39 2016.
Dependencies resolved.

Possible solution: update lazarus to 1.6 in the repo

In principle updating the package does not solve the underlying problem that the Fedora packages have an higher number then the upstream packages. But that is mainly due to the invalid version-number of the upstream packages.

We can not solve that, though.
