Description of problem:

oc secrets <name> key= -
oc secrets <name> key=URL

both these formats are not currently supported. Other oc commands generally support those formats.
Those formats are usefule because they help concatenate commands

I meant to say 
oc secrets new <name> key= -
oc secrets new <name> key=URL

oc create secret provides all the possibilities, including creating secrets from literals, files, etc.
