Description of problem:
NetworkManager randomly changes MAC address of WiFi device while scanning for available networks by default. This is regression against RHEL-7.2. It should be optional, not default.

How reproducible:
100%

Steps to Reproduce:
1. disconnect from any WiFi, disable WiFi using nm-applet
2. enable WiFi using nm-applet
3. watch ip a / journalctl

Actual results:

This was an intentional change.

This is a duplicate of bug 1387350.

It would be helpful, if you could elaborate (on the other bug) what concrete issue this causes for you. Thanks.
