Update rhui-lb yum plugins to utilize stderr for error outputting instead of stdout. This is to address the root issue from https://github.com/ansible/ansible/issues/15690

rhui-lb plugin for yum is needed only in RHUI2 as RHUI3 is solving load balancing server-side. RHUI2 EOL was 1st June 2018 - therefor closing as wontfix.
