Description of problem:
New cases of os-collect-config needing a restart. I thought the issue was fixed, but on a specific node at a customer's site, we see this issue in OSP 8 as well.

Version-Release number of selected component (if applicable):
OSP 8

How reproducible:
on controller 2

Steps to Reproduce:
1. openstack overcloud deploy
2. ssh into controller 2
3. need to restart os-collect-config because new logs are not showing up - os-collect-config does nothing
