Description of problem:
There are new ETs that are missed when migrating the See Also links to ET's.

Version-Release number of selected component (if applicable):
5.0

How reproducible:
At upgrade time

Steps to Reproduce:
1. run bz5-after-db-update.pl

Actual results:
Messages about See Also's being skipped even though there is a valid ET for them (e.g. github)

Expected results:
All See Also's moved.

Additional info:
If an ET doesn't exist, make one!

Tested on QA environment(5.0.3-rh14)
Result: Pass
Steps:
1.Find some bugs like 1197333 which see also contains github links and some other links, then after db migration.
==>All see also value move into ET.
