There are such functions in internal redhat package. There's no need to hide them from the outside world except of internal infrastructure details.
The functions should be able to work with Koji as well as internal Koji instance.

Fix for this bug would be more than welcome, as the current version of rlRpmDownload does not have a fallback to yumdownloader (unlike rlFetchSrcForInstalled), which breaks some of our systemd test when used on copr builds.
