Move rlFetchSrcForInstalled and rlRpm* to upstream to allow handling rpms in Koji. In the internal package should be just extension for using Brew.

Maybe the first step should be implementing 'dnf download --source'.

dnf download behaves a bit differently then yumdownloader. As yumdownloader is still available I would propose to create separate RFE for future releases.
