3. Select Create discussion

Actual results: Panel is off screen to left

I have the same problem. I am adding this note here because bug 1387480 is not accessible.

Ditto:
1) no access 
2) I have the same issue under both Chrome and Firefox (verified that a couple of my teammates have the same issue.

I'd be happy to follow the bug that this one duplicates, but the referenced bug is not visible to me.
