We need the rubygem-fluent-plugin-secure-forward in order to support logging over SSL with fluentd. This packages should be included in overcloud images.

According to our records, this should be resolved by openstack-tripleo-puppet-elements-5.2.0-2.el7ost.  This build is available now.
