Doing an as identical as possible setup for
grub2-efi and grub2 legacy, it appears to not
be possible to use a splash screen for efi.

  The background_image command is never available
in grub2-efi prompt.

  If I understand correctly, there is some reason
for it to not be available, otherwise, the
gfxterm_background module might be missing from
the GRUB2_MODULES in grub2.spec.
