Description of problem:

the linux kernel does not load a driver for this card
Version-Release number of selected component (if applicable):
linux 4.8.4

How reproducible:
every time

Steps to Reproduce:
1. sudo modprobe thunderbolt
2.
3.

Actual results:
ERROR: could not insert 'thunderbolt': Function not implemented


Expected results:
thunderbolt module should load 

Additional info:
I have ASUS X99/USB 3.2 card with latest bios update. https://www.asus.com/us/Motherboards/X99AUSB_31/

The system runs in uefi mode with secure boot turn off.

Update. I have manage to get card appear with lspci -vt but the usb part of this card is nor working.
