Description of problem:
After a DB failover, if the 'primary' DB recovers it is not automatically put into a usable state.


Steps to Reproduce:
1. setup HA - DB1 & DB2
2. failover HA - example kill the db service on DB1
3. recover HA - example restart db service on DB1

Actual results:
DB2 stays primary, DB1 is not automatically usable 

Expected results:
DB1 to be synchronized and usable as new secondary or promoted back to primary

Gregg, can you provide some more information here.  I believe during the triage call you were saying this is out of scope for the application but there is documentation that our documentation should point to and/or call out.
