It sounds like the metadata.json for this puppet module is invalid. The 'name' field in metadata.json is supposed to include the author name also.[0] So the _ is allowed in the module name as long as the author name is also specified.

The backend pulp work has been completed but I opened a task against Katello to confirm that the error is properly displayed to the user:
