I've just reproduced it with 4.10.6-200.fc25.x86_64, but it looks like this may be fixed in 4.11: https://github.com/torvalds/linux/commit/4e6fdafa7ac395ad47a80a0e7b4fd1e11550f862 For the record, the machine doesn't freeze completely (ssh session from another box still works), but becomes very laggy due to high memory usage and oom-killer being invoked. I also updated the fdo bug number, as the one I reported was closed as duplicate.
This was actually a kernel bug and it's fixed in 4.11. Confirmed with kernel-4.11.2-200.fc25.x86_64 from koji.
