Description of problem:
[OVS] [UI] - Add tooltip to the 'Switch Type' field in the New/Edit Cluster dialog when choosing cluster version 3.6, which explaining why this field is grayed out and can't be changed to ovs type.

- tooltip should explain that clusters 3.6 can't be set as 'ovs' switch type and that the default type is 'legacy', or something like that.
