1)dnf output :

 Problem 1: conflicting requests
  - nothing provides libAppstreamQt.so.1()(64bit) needed by plasma-discover-libs-5.8.3-2.fc26.x86_64
 Problem 2: package plasma-discover-notifier-5.8.3-2.fc26.x86_64 requires plasma-discover-libs(x86-64) = 5.8.3-2.fc26, but none of the providers can be installed
  - conflicting requests
  - nothing provides libAppstreamQt.so.1()(64bit) needed by plasma-discover-libs-5.8.3-2.fc26.x86_64

rebuilding srpms file not solves the issue with the koji latest  appstream files. ??

appstream upstream broke api and abi in the latest release, yes.  kde upstream has a review underway to fix the build:

(which I haven't had a chance to look at yet... maybe tomorrow)

Tried the two patches with plasma-discover-5.8.3-1 srpms.

Can't patch, got "Reversed (or previously applied) patch detected!  Assume -R?" for the both.
The source file seem's to be already patched by upstream.  

That's weird.Perhaps another issue ?.

Solve partialy the issue, rawhide packagekit-qt-devel is faulty (symbolic link with   
libAppstreamQt.so.1).
Koji version seem's to solve the issue.

But for building discover with koji packagekit-qt-devel (0.10.3-1) i have to delete 
directories in the spec file:
# %{_datadir}/discover/
# %dir %{_kf5_qtplugindir}/discover-notifier/
# %{_kf5_qtplugindir}/discover-notifier/DiscoverPackageKitNotifier.so

And i don't understand why ?.

Upstream finally committed build fixes, but I encounter some crashes while testing... (in appstream), but we'll sort those out separately.

Fixed in plasma-discover-5.8.3-2
