If possible -> for files where it makes sense.

The issue makes it almost impossible to "archive" such files by tar -- because
the files have zero size;  tar doesn't even try to read the file contents.

This is known issue which is discussed repeatedly GNU tar and GNU cpio mailing
lists.

This needs to be discussed with the upstream kernel developers.  It is unlikely the Fedora kernel maintainers will have the time to fix this.
