Description of problem: after upgrading rhos-9 latest deployment to rhos 10, undercloud cannot perform any "openstack <command>" commands with following error:

An unexpected error prevented the server from fulfilling your request. (HTTP 500) (Request-ID: req-54e73b5b-8fc6-467e-bb81-082b74b93c61)

rhosp build: 2016-11-8.4


How reproducible:

100%


Steps to Reproduce:
1. Deploy OSP 9 latest with Jenkins custom job
2. Upgrade undercloud with following instruction: https://gitlab.cee.redhat.com/sathlang/ospd-9-to-10-upgrade#deployment
3. Try running . stackrc && openstack server list

Actual results:


An unexpected error prevented the server from fulfilling your request. (HTTP 500) (Request-ID: req-54e73b5b-8fc6-467e-bb81-082b74b93c61)

Expected results:

Get a list of overcloud servers

tried systemctl network restart as suggested from BZ: https://bugzilla.redhat.com/show_bug.cgi?id=1373395

Just to make it clear, the issue is on the undercloud node and issue appears right after upgrade of the undercloud.

Cannot reproduce on builds after 2016-11-8.4
