Description of problem:On Cloud Volume summary page, "History" button is missing

Steps to Reproduce:
1.Navogate to Storage --> Volumes
2.Select any cloud volume
3.

Actual results:There is no "History" button on summary page.


Expected results:"History" button should be there.
