Description of problem: Time profile uniqueness is no longer enforced in 5.7


Version-Release number of selected component (if applicable): 5.7.0.10


How reproducible: 100%


Steps to Reproduce:
1. Create a time profile
2. Create another time profile with the same description
3.

Actual results: Second create is allowed


Expected results: Second create should fail with duplicate error.
