Description of problem:

"rails new app" runs "bundle install" in the process.
But we prefer "bundle install --local" to use the gems already present in Rubygems´ cache or in vendor/cache.

This is an improvement. Because we can also do below way to get same result.

$ rails new app --skip-bundle
$ cd app
$ bundle install --local

Version-Release number of selected component (if applicable):
5.0.0.1-2
