Description of problem:
The feature add new dependency to this bug doesn't work at all in the bug dependency tree page

How reproducible:
100%

Steps to Reproduce:
1.Open a bug, then click link 'depends on' to go to the dependency tree page
2.Click this bug line, then click the '[+]' which means add new dependency to this bug
3.

Actual results:
No response

Expected results:
Could popup to input which could input bugs.

Tested on QA environment(5.0.3-rh15)
Result: Pass
