Description of problem:

Endpoints are missing if AdminPassword is used. The deployment itself is successful but only the endpoints for nova will be created.

Version-Release number of selected component (if applicable):

OSP8

How reproducible:

100%

Steps to Reproduce:
1. Specify AdminPassword: "test" in parameter_defaults
2. Run the deployment
3. Check mysql keystone DB endpoint table

Actual results:

Only the endpoints for nova are created

Expected results:

All the endpoints should be created

Sorry not endpoints for nova but endpoints for keystone.

This is known to be working in the latest version of OSP. If this is still a problem, please provide deployment logs.
