Description of problem:
In an environment where presence of an extra switch caused duplicate arps ,
but ping to the hosts were not possible & mac in
overcloud-controller-2.localdomain/sos_commands/openvswitch/ovs-appctl_fdb.show_br-ex

openvswitch-2.4.0-2.el7_2.x86_64

Always on customer environment
Not tested yet .
