Description of problem:
I'm unable to sync kickstart with cdn-sync --no-rpms.

Steps to Reproduce:
1. Install 580 with '--disconnected' and attempt to sync rhel-x86_64-server-6 with '--no-rpms'

Additional info:
Note that these 8 packages it synces are there most probably because I have ran without "--no-rpms"  before and killed the process after these 8 packages were already downloaded.
