rhel-osp-director: [DOC]  OSP9->10 upgrade with external ceph version <2, need to have an additional config included.


When upgrade OSP9.0 deployment with external ceph version <2.0, need to add include a template with the following for the upgrade:

parameter_defaults:
  ExtraConfig:
    ceph::conf::args:
      client/rbd_default_features:
        value: "1"
