Description of problem:
----------------------
NOR CPU and memory % usage can sometimes be off.See attached screen shot.

In the attached screen shot,
max CPU = 26.15 MHz, max CPU usage % = 52.49 %
high CPU = 28.23 MHz, high CPU usage % = 2.06 %

Total memory allocated to VM  = 2048 MB
1)max memory = 45.11 MB, max memory usage % = 75 %
  memory usage % in this case is actually 2.02 % and not 75%
2)high memory = 34.63 MB, high memory usage % = 9.78 %
  memory usage % in this case is 1.69 %

Steps to Reproduce:
-------------------
1.Enable C&U collection for a managed provider.
2.Collect C&U data for a few days.
3.Navigate to the summary page of a VM.View NOR on the summary page.


Actual results:
---------------
NOR CPU and memory usage % can sometimes be off.


Expected results:
----------------
NOR CPU and memory usage % should be more accurate.

This issue occurs in 5.7 as well.

Closing this BZ since 5.6 and 5.7 are in "Maintenance Support" phase.
Please check on latest released version and create another BZ if needed.
