No ======================== This means we need to manually run "engine-setup" command on newly installed HE-VM i.e. RHV-M. Generally normal HE installation using RHV-M appliance, the appliance takes care of installation of rhevm and other dependent packages but here case is special as we are interrupting the normal behaviour of RHV-M appliance by running "engine-setup" manually. To run this command we need to register and subscribe the RHV-M i.e HE-VM to required entitlements/channels. This step of registration and subscribing is missing. Version-Release number of selected component (if applicable): All How reproducible: NA Steps to Reproduce: NA Actual results: No registration and subscription as using RHV-M appliance Expected results: Particular this case, yes registration and subscription even though using RHV-M appliance. Mention the link about subscribing the required channel in steps for migrating from Bare-metal RHV-M to RHEL based HE RHV-M. The appliance has all the packages needed for initial installation adding the channel should be a step 2 after the setup.

If you think appliance should ideally take care of the required packages then it seems issue with appliance, as per screenshot attached to bug it is not taking care of repo. Error message indirectly mentioning to register and subscribe the RHV-M then run engine-setup.
We need to add to the docs that you can either use the '--offline' option or needs to setup the channels.
