Description of problem: launch gnome-tweak-tool, select Desktop panel, the toggle of Icons on Desktop does not work. Whether toggle it on of off, nothing appears on the desktop. As suggested in bug 1346147, this seems to be due to running GNOME on Wayland; if a GNOME on X session is started instead, the icons do appear.
GNOME developers enabled desktop icons on Wayland and this change will appear in the next minor release of 3.22 (and of course all future major releases). Therefore I close this bug because resolving the exact issue here (adapting gnome-tweak-tool) would require upstream development and the issue will vanish with the next upstream release anyway.
