Settings - > Network -> + -> Cisco AnyConnect Compatible VPN ( Opeconnect )

workaround not working too nm-connection-editor 

happens on upgrade from fedora 24 to 25 , also on a fresh install.

did you install NetworkManager-openconnect-gnome package?

forgot to check that. i just did and it fixed the issue.

yeah, this should be improved... e.g. by opening gnome-software-center or something like that. But that it out of scope for this bug.
