Version 3+ is complete rewrite to ruby. I'd suggest you to start with new package, if you want to get taskjuggler 3 into Fedora. Ruby taskjuggler misses some important features - most importantly UI. OTOH, taskjuggler 2, written with qt3 will slowly die anyway, as rewrite to qt4 or qt5 is very difficult task (two attempts so far failed).
