Description of problem:
Currently the GUI is running the validators from the "prep" group (the group of validators that check the undercloud) whenever you switch plans... These validators should really run only once per undercloud install, and it shouldn't be the GUI's responsibility to do it. 

The GUI should only display the results and allow the user to re-trigger validators that failed in order to see that the problem was fixed. There is also no need to re-trigger the validations when switching plans, because it's the same undercloud and nothing changed.
