Description of problem:
The top command is not working correctly as noted below.

1. The %CPU column is 0.0 for ALL processes, even when the is a load
2. Sorting does not work on %CPU

Version-Release number of selected component (if applicable):

FC 25

How reproducible:

Always

Steps to Reproduce:
1. /usr/bin/top

Actual results:

See attached image - %CPU is always zero. 

Expected results:

%CPU should be non-zero in many cases.

I've tested this out on multiple machines and, on the machines I've tested, it is only a problem with those that have an Intel(R) Core(TM) i7-5820K CPU.

The problem has been resolved with the recent updates.
