The rpm 4.13.0 update to F25 went out after F24 update due to some hickup in releng, this should clear itself once https://bodhi.fedoraproject.org/updates/FEDORA-2016-9f4e63509f reaches the mirrors.
Solved 2016.11.24, but other bug emerges, I will write next bug report. dnf system-upgrade download --releasever=25 --allowerasing cannot complete job due to error, file /usr/lib/rpm/macros is in conflict with rpm-4.13.0-4.fc25.i686 and rpm-4.13.0-4.fc25.x86_64
This is not a bug in rpm but a glitch in the updates process, closing.
