It seems that the code for generating the popup for a new hardware/software
entry
does not work for the Hardware_Europe and Software_Europe categories.

It appears that the popup is composed of the distinct list of current
category entries.

The specified popup is not related to the catalogs, but rather the data types,
of which there are currently only Software and Hardware.
