Description of problem:
Plan Summary frame on Overview page has untranslated entries 'Create a new plan' and 'View planner'

Always

Steps to Reproduce:
1. Log into https://access.redhat.com/insightsbeta/overview/ with ja_JP locale
2. Check the 'Plan Summary' frame, 'Create a new plan' and 'View planner' are not translated.


Actual results:
Translation not available

Expected results:
Translation should present

After my test, "Create a new plan" is not on the Overview page. 

"View planner" is not translated.

Missing translation keys were added in master http://labs-git.usersys.redhat.com/labs/insights/commit/e1826628267272e08fecf7c6ea27feb8969620e8

Verified on https://access.redhat.com/insightsbeta/overview/ , can not reproduce now.
