Description of problem:After adding either Infra or Cloud provider, Select provider and Refresh the provider. But after some time click on configuration, see all other options are still enabled.


Version-Release number of selected component (if applicable):5.7.0.12-rc2.20161123111642_a4a65ce


How reproducible:100%


Steps to Reproduce:
1.Navigate to Compute --> Clouds 
2.Add provider
3.Select provider, Configuration --> Refresh Relationships and power states

Actual results:The options are still available when there is no provider selected.


Expected results:The options must be disabled when there is no provider selected.

Hello Dan,

This issue is present on all Cloud and Infra provider pages.

Steps: 
    1. Select any Provider and Click on Configuration --> Refresh Relationship 
       and Power states.

    2. After some time on same page, do not select the Provider and Click on
       Configuration.

You will see the Refresh Relationship and Power states is still clickable.
