Description of problem:
When you install bugzilla below '/', e.g. '/bugzilla/ the path to the saml cgi files is wrong.

Version-Release number of selected component (if applicable):
5.0

How reproducible:
Easy

Steps to Reproduce:
1. Set-up a bugzilla server with BZ not in, or aliased to /

Actual results:
SAML urls point to '/saml2_*.cgi

Expected results:
SAML urls point to '/$SUBDIR/saml2_*.cgi

Additional info:
We need to do this for beta.bugzilla due to the way domain cookies are handled, it will supply production cookies to beta.bugzilla if there is no path in the beta.bugzilla cookies.

Tested on QA environment(5.0.3-rh18)
Result: Pass
