Description of problem:
Category value should be indispensable when creating a group.

Version-Release number of selected component (if applicable):
5.0.3.rh16

How reproducible:
100%

Steps to Reproduce:
1.Go to add group page in administration.
2.Just input group and description, click 'Add' button
3.

Actual results:
Could create group successfully

Expected results:
Forbidden, show prompt message of should select category.

This is a configuration issue, it's been fixed in ansible for BZ5.
