Description of problem:On All VM & Template page, Power state OFF VM, all Power Options are enabled.


Version-Release number of selected component (if applicable):5.7.0.12-rc2.20161123111642_a4a65ce


How reproducible:100%


Steps to Reproduce:
1.Add new Infra Provider (I used vSphere6)
2.Navigate to Compute --> Infrastructure --> Virtual Machines
3.Power OFF any unused VM
4.See/Click the power options tab

Actual results:All options are enabled Power OFF VM.


Expected results:There should be the only limited Power Options enabled.
